Meeting with MLA Albert Klapstein Committee

Targeted review of Agricultural Operations Practices Act (AOPA)

The meeting took place at 1:30 PM Thursday August 28, 2003 in Red Deer at the Holiday Inn.

A number of the Klapstein AOPA Review Committee was in attendance.

Malcolm McIlroy, Martha Kostuch and Sue Person were in attendance representing non-government organizations.

From the AAFRD online survey, fifty eight questionnaires filled in and submitted the form, 28 from Municipalities, 12 from the Agricultural Industry and 18 from the General Public.

The order of the day was to go through the questionnaire and clarify what was submitted to the Committee. This was done by a Power Point presentation and we were asked to make comments and to clarify certain points as each question and response was addressed.

The General Public and the Agricultural Industry had some very good comments, suggestions and discussions were held on questions from 1-18.

Number 19 the Comments segments was quite lengthy and with time running out, we were asked to read through and bring forth certain comments for discussion. The different headings were: Process, under Technical (Manure Application, Soil testing, Minimum Distance Separation, Earthen Manure Storage, Seasonal Feeding and Bedding Sites, Groundwater Protection, Livestock Siting Unit Table, Technology Factor and Short-term Manure storage.)

The comments that were submitted to the Committee with regards to the Natural Resources Conservation Board were forwarded to the NRCB and were not disclosed to meeting attendee’s.

The Committee will also be holding meetings with the Agricultural Industry and the Municipalities.

I feel that the comments and issues raised were well addressed and the Committee Members were taking notes on what we said. We will be attending another Committee Meeting in October. The Committee will be bringing forth their recommendations and we will be given the opportunity to make comments.
